Description of the FSA Debit Card Option

ASIFlex offers the Benny® PrepaidVisa® Card. It is the easy way to pay for qualified health care expenses without having to pay cash up front.

A Benny® Card can be ordered when you complete your enrollment; simply check the box that you wish to receive the card. There is a $12 annual charge for the Benny™ Card, which allows you two (2) cards (for yourself, and a spouse or dependent).

The Benny® Card may be used only to pay for Qualified Expenditures wherever Visa debit cards are accepted. For example, it works at providers like pharmacies, doctor’s offices, vision care centers, hospitals, etc.. IRS-imposed limitations help to insure that the card is used only when paying for qualified expenses. When the card is swiped at a qualified location and there is a sufficient balance available in your account, the card swipe is approved. If your balance is less than the swipe amount, your card will be declined.

Participants may also pay expenses from their personal funds and then file a claim for reimbursement. This will be necessary if a merchant does not accept Visa debit cards.

Please be sure to carefully read the cardholder agreement that is included with your Benny® PrepaidVisa® Card.

Special Note: Employees covered under the UNI Health Plan should not use the Benny® Card to pay for prescriptions at the pharmacy. You should sumbit your Explanation of Benefits from Wellmark for reimbursement.

Benny CardBenny® Card - Optional PIN Use

Effective April 1, 2013 a new regulation goes into effect as part of the Dodd-Frank Wall-Street Reform and Consumer Protection Act. As a result, FSA participants who elect the Benny® Card will be provided with the ability to pay for qualified expenses using a PIN (Personal Identification Number) at the point of sale, in addition to the current signature process. The use of a PIN is optional and is not required to use the Benny® Card.
