POSITION TITLE: Administrative Specialist

DEPARTMENT: University Health Services

APPOINTMENT TYPE: 12 Month, Probationary, Pay GradeIV  

PRIMARY FUNCTION : Adminsters the student health insurance plan including the organizational and financial management of matters affecting the plan; supervises the medical receptionist and patient account staff; designs and maintains computerized patient health information data and related data retrieval systems; responds to requests from a wide variety of public and private entities or individuals; and serves as a member of the health clinic leadership team.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES

1. Serves as the student health plan administrator responsible for the organizational and financial management of matters affecting the student health insurance plan; e valuates and resolves operational problems; attends planning and policy revision meetings and provides advisory services; answers students questions related to benefits on a routine basis and assists in claims resolution and enrollment issues; responsible for the creation and maintenance of the database, the forms and reports needed for the Student Health Insurnace Plan; responsible for the determination and understanding of US Visa provisions for international students and how this impacts their health insurance requirements; participates in process improvement projects, and identification of potential problems; and analyzes internal production reports, assesses progress toward meeting goals and objectives and advises Clinic Director & UHS Director of problems, potential risks, risk mitigation strategies, project progress and resource deployment needs.

2. Supervises and directs the operational activities of assigned staff; effectively adminsters personnel actions related to selection, disciplinary procedures, performance, leaves of absence, grievances, work schedules and assignments; responds to inquiries and complaints from students/patients, faculty, staff and the public; identifies problems of health care delivery and proposes innovative ways for their resolution; accountable for improving unit communication and directs team meetings; analyzes scheduling procedures to formulate and recommend modifications for improvement; develops and recommends administrative rules, policies, procedures and fee schedules required to determine and manage the clinic’s accounts receivables; and advises on budget development and projections.

3. Designs and maintains computerized patient health information data and related data retrieval systems; participates in the planning and implemention of upgrades to electronic medical record applications for department's utilization; reviews and assesses medical record documentation to support codes and/or identify missed professional billing opportunities; reviews and applies third party payor (Medicare, Medicaid, Wellmark, etc.) billing regulations and compliance program standards; audits medical record documentation to ensure the professional services billed comply with CPT guidelines and third party payors’ documentation requirements; serves as liaison to other University units, external insurance companies and vendors;maintains files for medical provider’s licensure; compiles, reviews and analyzes all needed materials for affiliation agreements and insurance contract amendments; functions as resource person on questions regarding various aspects of the contracting process and deadline requirements; and represents the medical records department to various UNI committees.

4. Serves as a member of the health clinic leadership team by participating and contributing to decisions and processes for department and Clinic short- and long-range goals setting and implementation; assits with student orinetation activities, participates in projects and activities to meet AAAHC accreditation standards; participates in the development and implementation of quality improvement initiatives, assists with broader division activities; collects information and prepares reports as requested; and contributes to Clinic and UHS collaboration.

NECESSARY QUALIFICATIONS: Bachelor's degree plus at least five years of experience in health care finance and medical coding required. A minimum of one year supervisory experience with strong oral and written communication skills is required. Demonstrated proficiency in Microsoft Office software applications and the ability to work independently, problem solve and implement solutions are also required.  A minimum of one year experience administering health care plans in a clinic environment preferred.
