POSITION TITLE: Director of Research Services
DEPARTMENT: Office of Sponsored Programs (OSP)
APPOINTMENT TYPE: 12 Month, Term, Pay Grade V
PRIMARY FUNCTION : Oversees pre-award grant development services; oversees services to enhance faculty research and creative scholarships; oversees and supports the Institutional Review Board (IRB) and serves as the institutional point of contact for the Office of Human Research Protections (OHRP) and other federal and state agencies concerned with IRB activities; and develops and administers other campus research ethics compliance programs.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES
1. Develops and administers services and training to stimulate and support grant seeking among faculty, departments, and colleges across campus; oversees the administrative review, approval, and submission of funding proposals to federal, state, and private sponsors, coordinating with post-award staff in doing so; authorizes UNI grant submissions in the absence of the Grants and Contracts Administrator; collaborates in the development of OSP policies and procedures to the campus community; and designs and implements methods to collect and analyze data to track the effectiveness of pre-award services .
2. Facilitates relevant communications regarding research funding, trends, policies, etc. to the campus community; stimulates the development of new programs that foster research, scholarship, and creative activity in a broad variety of disciplines, particularly for career faculty and research staff; promotes interdisciplinary research partnerships and collaborations; enhances professional development by overseeing and providing resources and services needed for research, scholarship, and creative endeavors such as mentoring in research design, grant reviews, access to datasets, etc.; enhances the research enterprise by serving as an internal research advocate; increases awareness of research endeavors on campus via newsletters and the web; encourages the wider use by faculty and staff of the UNI Professional Interest (PI) database to improve awareness of the interests and abilities of potential collaborators; and initiates periodic research symposia on interdisciplinary topics.
3. Maintains a high level of University-wide awareness regarding the ethical conduct of research; oversees and supports the efficient and effective functioning of the Institutional Review Board (IRB) as an independent campus committee, including facilitating the involvement of community members on the board; educates members of the research community in order to maintain a culture of compliance with federal regulations and institutional policies relevant to the protection of human subjects; ensures IRB approval of proposed research and periodic re-approval of ongoing research; ensures that IRB records are being maintained per federal regulations; serves as the institutional point of contact for the Office of Human Research Protections (OHRP) and other federal and state agencies concerned with IRB activities; ensures that appropriate oversight mechanisms have been implemented to ensure compliance with the determinations of the IRB; and facilitates development and revision of policies and procedures for IRB operations.
4. Develops and administers a program for ensuring investigator compliance with institutional policy and federal regulations on research misconduct; receives allegations of research misconduct and determines the appropriate response in each case in consultation with University counsel, Provost, and other officials as needed; appoints ad hoc committees and otherwise facilitates research misconduct investigations; reports to federal agencies as required on compliance by the institution and individual investigators; develops, administers, and monitors a centralized animal subjects protection program; identifies and coordinates the development of other research compliance programs as needed; and serves as the institutional point of contact for federal, state, and other agencies concerned with UNI research compliance matters .
NECESSARY QUALIFICATIONS: Master’s degree plus at least five years of experience in grant seeking and development and in facilitating interdisciplinary and inter-institutional research programs required. Experience or knowledge of research ethics programs and research regulatory processes in an academic environment preferred.
