POSITION TITLE: Environmental Specialist
DEPARTMENT: Iowa Waste Reduction Center (IWRC)
APPOINTMENT TYPE: 12 Month, Term, Pay Grade V
PRIMARY FUNCTION: Develops, plans, and designs seminars and workshops held by IWRC for trade organizations, professional groups, chambers of commerce, or geographical groups of business or industry; gathers and compiles data on waste generation, air emissions, compliance status, needs served by IWRC, types of clients, and services provided by IWRC; prepares reports utilizing data for director, legislature, and others; conducts on-site air emission and waste management reviews; tracks proposed and new state and federal regulations on air quality, hazardous waste, solid waste, underground storage tanks (UST), and hazardous substances; and reports on new regulations to IWRC staff, business, and industry.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES
1. Develops and designs workshops and seminars to be presented by IWRC; determines needs for seminar and workshop topics by contacts and surveys with business and input from trade organizations and local business groups; develops location and schedule for workshops and seminars; recruits appropriate speakers and presenters for programs; selects potential attendees and invitation procedures; prepares literature and handouts; makes presentations on selected regulatory topics; and designs evaluation forms, evaluates seminars and workshops, and provides summary reports.
2. Gathers and compiles data on air emissions and waste generation, compliance status, needs served by IWRC, types of clients, services provided by IWRC, and additional needs of business clients; evaluates data and prepares reports on pertinent topics to director, legislature, UNI staff, trade organizations, chambers of commerce, local business groups, business clients, and others; and determines areas for additional data collection and use, such as waste exchanges, group arrangements with transporters, and waste management companies.
3. Conducts on-site air emissions and waste management reviews with numerous waste materials and complex baseline data collection; collects and analyzes information on on-site assistance needs; and prepares report on general on-site results.
4. Tracks state and federal proposed and final regulations on air quality, solid waste, hazardous waste, UST, hazardous substance use, groundwater, and wastewater regulations; previews regulations from Iowa business and environment standpoint; submits comments on proposed regulations; prepares and distributes summary reports on proposed and new regulations to IWRC staff, trade organizations, legislature, local business groups, chambers of commerce, local agencies, and committees; and prepares written and video aids on understanding and complying with existing and new regulations.
5. Answers requests from clients received by telephone; and prepares brief reports and letters with summaries of the regulations and other requested information.
GENERAL INFORMATION: Bachelor's degree in environmental engineering/science, public policy or administration, or related discipline plus at least two years of combined experience with Clean Air Act and Resource Conservation and Recovery Act/Title III regulations, workshops/seminar facilitation, program and project evaluation, and database management required. Industrial and/or consulting experience in preparing air quality construction permit applications, completing emission inventories and a strong working knowledge of State of Iowa and federal air quality regulations preferred.
