  POSITION ANNOUNCEMENT

 

 

POSITION TITLE: Post-Award Support Services Coordinator       

 

DEPARTMENT: Office of Sponsored Programs (OSP)

APPOINTMENT TYPE: 12 Month, Probationary, Pay Grade IV     

 

PRIMARY FUNCTION : Conducts initial review and processing of incoming grant and contract award documents in consultation with the UNI Grants and Contracts Administrator; conducts individual and group training sessions for Project Directors/Principal Investigators and their support staff who have roles in the post-award business and financial management of sponsored projects; manages the post-award policies and procedures section of the OSP web site; prepares outgoing sub-award documents to sub-recipient organizations in consultation with the UNI Associate Grants and Contracts Administrator; and coordinates completion and execution of professional service agreements with consultants and other independent contractors performing work under sponsored projects.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES

 

1.   Examines incoming award documents and amendments from funding agencies for adherence with OSP, University, and State of Iowa policies and procedures; in consultation with the Grants and Contracts Administrator, negotiates changes to award terms and conditions directly with funding agencies and University project directors (PD)/principal investigators (PI); provides approval recommendations to the Grants and Contracts Administrator for acceptance of the award documents on behalf of the University; and coordinates the return of executed award documents to funding agencies.

2.   Conducts small group new project orientation meetings with PD’s/PI’s and their support staff to explain the business and financial terms and conditions of individual grant and contract awards; emphasizes restrictions imposed by funding agencies, OSP policies and procedures, as well as financial and non-financial requirements of other UNI administrative offices pertaining to the management of sponsored projects; develops large group information and training sessions for sponsored project faculty, staff and departmental personnel engaged in the management of sponsored projects covering topics such as what to expect as a first-time PD, navigating the bidding and hiring processes, federal cost principles, effort reporting, and documenting cost share; conducts small group pre-termination meetings with PI’s, PD’s, and their departmental support staff 30-60 days prior to expiration of sponsored project; reviews the state of account spending; determines the need for performance period extensions; and explains final accounting and project close-out procedures.

 

3.   Proposes and develops new entries and revisions to the post-award grant and contract management policies and procedures guidance posted to the OSP web site; verifies that policy and procedure statements are compliant with funding agency, state, and other UNI offices’ rules and regulations consulting applicable publications and knowledgeable personnel; and ensures that the language and style of presentation of such policies and procedures are understandable to faculty, staff, and others to whom they are provided.

 

4.   Selects the appropriate sub-award model agreement to issue to sub-recipient organizations that have been approved by the funding agency and the University to collaborate on grant and contract awards to the University; modifies sub-award documents ensuring that the terms and conditions are compliant with the sub-recipient sub-award proposals and the flow-through terms and conditions of the UNI prime agreements with funding agencies; negotiates sub-award terms and conditions as necessary with authorized sub-recipient representatives and UNI PD’s/PI’s; recommends approval to the UNI Grants and Contracts Administrator for execution of sub-award documents on behalf of the University; and coordinates the return of executed documents to the sub-recipient organization.

 

 5.   Pre-approves Professional Service Agreements to non-staff independent contractors that perform personal services under sponsored programs; examines new award documents and budget modifications for involvement on non-employee consultants, evaluators, and other providers of personal services; notifies PD’s/PI’s of requirement for OSP review and approval of Professional Service Agreements; provides PD’s/PI’s with OSP and University approved Professional Service Agreement templates; and ensures that proper competitive or sole source selection procedures are followed, scope of work statements and deliverables are clearly stated, fees and expenses are reasonably costed, payment arrangements are appropriate, and other terms and conditions conform to the requirements of UNI’s funding agencies.   

 

NECESSARY QUALIFICATIONS: Bachelor’s degree plus at least three years experience with implementation of externally funded projects required. Demonstrated proficiency in word processing and spreadsheet software also required. At least two years of experience in preparation of contracts and at least one year of experience in a higher education setting preferred.
