Promotion, Transfer or Demotion
of Merit System Employees

Employees who promote or transfer out of their present classification begin a new three- or six-month probationary period.  The department head determines whether the probationary period is three-or-six months.  Employees who demote out of their present classification begin a new three-month probationary period.  Employees who contract transfer within the same class, under the rules of the American Federation of State, County, and Municipal Employees (AFSCME) contract, do not serve a probationary period.

During the probationary period, there are several forms which the supervisors complete and review  with the employees.  After employees have reviewed the forms, the forms are to be signed by the  supervisors, the employees, and the department heads.  Employees' signatures on these forms indicate that they have seen the form and verify that they are aware of the content, but do not indicate agreement or disagreement with the content.  If employees disagree with the content of a review, they have the right to respond in writing.  The response should be shared with the supervisor and filed with the form as an attachment.  Copies of all forms and attachments are  filed in the employees' files in Human Resource Services.  The forms which are to be completed during the three or six-month probationary period are as follows:

1. Supervisor's Checklist (Word format requires Word 97)   - has guidelines for activities for the first, second, fifth and tenth day of employment on the new job.

2. Two-Week Discussion (Word format requires Word 97)    - completed by the supervisor at the end of the employee's first two weeks on the new job.

3. Three-Month Evaluation (Word format requires Word 97)    or Six-Month Evaluation    – completed by the supervisor at the end of the employee’s probationary period.  If an employee is serving a six-month probationary period the supervisor should also complete a Three-Month Evaluation as an interim period evaluation.

Thereafter, the employees' annual performance appraisal date will be six months from the day they began their new positions if they started on step one.  If they started on step two or above, their performance appraisal dates will be one year from the start day of their new positions.  In case of a transfer or demotion, the employees' performance appraisal date remains the same.
