Tammie Sheeley brought the meeting to order at 1:34 p.m.

Minutes

The May 9, 2001 minutes were read. A motion was made by Cynthia Coulter and seconded by Susie Baker to approve the minutes as written. Motion carried.

Bi-weekly payroll system

Linda Gruetzmacher was not able to attend this meeting to supply more information regarding this issue. It was agreed that a survey should be distributed across campus to determine interest in a

bi-weekly payroll system. Nick Bambach will contact Linda Gruetzmacher for her availability of meeting with this group so that additional information can be discussed.

Workers’ Compensation follow-up

Linda Gruetzmacher, June Watkins, Melissa Schreiber and Regina Smith recently met to discuss workers’ compensation issues. Sedgwick Claims Services is now handling all UNI workers’ compensation claims. Faster service of claims is expected, which may solve the problem of employees being overpaid compensation monies. The next three month’s service from Sedgwick will be monitored. If overpayment of compensation payments continue after this time, other options to prevent the overpayment will be investigated. One option mentioned would be withholding of an estimated amount from payroll checks. There was discussion of the definition of light duty. Sedgwick Claims Services may help to define and clarify this for UNI purposes.

Air Quality in Rod Library

Charlotte Brocks’ notes regarding air quality in Rod Library were reviewed. Dean Shoars will ask Cindy Houlson to follow up on this issue and report additional information during the next meeting.

Review of contract language (2nd and 3rd shift employees called for jury duty)

Bob Hartman provided the jury duty procedure for Black Hawk County, and the procedure was read aloud. Discussion followed. It was decided that when an employee receives jury duty notice, he/she will inform their immediate supervisor of the day(s) requested to serve on jury duty. On the day the employee is to report, he/she will be moved to first shift. During the workday, the employee will call to determine if they have been selected. If selected, the employee will remain on 1st shift for the length of jury duty, generally up to one week. The employee will return to their regular (2nd or 3rd) shift the next working day following the end of jury duty service. A letter to Deans, Directors, and Department Heads will be mailed explaining this procedure.

Comp time payout when employees transfer between departments

Nick Bambach has discussed this issue with UNI directors and department heads, and the Board of Regents Office, Iowa State and the University of Iowa. It has been determined that when an employee transfers to another department, comp time payout will be made by the department where the employee earned it. Comp time will not be carried over to the new department. When an employee transfers within the same department, comp time may be carried over. Discussion followed regarding an information sheet being attached to the bid form informing those who may be transferring about the comp time pay-out policy.

AFSMCE representation during Campus Voices meetings

Susie Baker contacted Doreen Hayek to determine the purpose of the Campus Voices Governance group and which employee groups are represented . At the present time, Faculty, P&S, Merit, and

UNI-SCMP groups are represented during Campus Voices meetings. It is Doreen’s understanding that AFSCME has an ex-officio seat, although AFSMCE members have never been represented. Dean Shoars will follow up on this issue and report to Susie before the next meeting.

Computer access for employees to use during work time

There was discussion regarding the issue of UNI employees who do not have access to computers being unable to remain informed of work related issues. This is becoming more of a problem as more information and forms are being added on-line. If supervisors do not make all employees aware of changes and/or update new information, those employees without computer access are unable to make choices and decisions about work related issues. Thought and discussion regarding computer access for all employees will be ongoing. Gaps in communication need to be identified, and employee use of student labs for access will be carefully considered.
