Susie Baker brought the meeting to order at 1:30 p.m.

June Watkins made a motion, seconded by Steve Hansen, to approve the November 28, 2001 meeting minutes as written.

Bi-weekly payroll system

June Watkins and Linda Gruetzmacher explained handouts regarding this issue. Handouts were:

3 payroll examples for hourly and 3 payroll examples for salaried Merit employees

Comparison spreadsheet

After discussion, suggestions were made for editing the memo, survey, and comparison spreadsheet. June and Linda will make changes to the documents and send them to all members of the Labor Management group for their approval before the next meeting. Labor/Management group and Cabinet approval of the memo, survey and comparison spreadsheet will be needed before proceeding. The Cabinet may decide that P&S staff and Faculty should also be surveyed for their input on this payroll issue.

There was discussion regarding AFSCME Collective Bargaining Agreement (Appendix M, No.14) "The Employer at the University of Northern Iowa and four AFSCME Local 2659 appointees agree to meet and confer once the Employer has purchased the new payroll software to explore the ability to implement bi-weekly pay with no lag time within 2 years after purchasing said software." Clarification is needed on the meaning of this language as to how it relates to receiving pay on a monthly, bi-weekly or semi-monthly basis. Before informational meetings are held or surveys are distributed, Human Resources will contact the Board Office for clarification on this issue. Plans are for on-campus general and departmental informational meetings to be held. Meeting rooms and schedules will be set up for AFSCME employees. June Watkins, Linda Gruetzmacher, and AFSCME representatives will be present at each meeting to present information and/or answer questions.

Because of Oracle implementation, this issue will need to be finalized by July 1, 2002.
